Allen Burkett was the eldest son in a career military family. Allen joined the Army right out of high school advanced to the Special Forces. His early stellar career leads him to be considered as a candidate for the militaries ongoing effort to recreate the Ultra-Soldier formula. He entered the American Banner program and trained to be a substitute American Banner, though always ready to enter the big leagues as a Captain Freedom replacement should the need arise.
In the end he was not the top candidate, but none the less gained much acclaim in the military ranks. While Mack Syne became the next-in-line for the augmentation test, Allen was assigned to a training capacity. In his new role be began to shape the next generation of soldiers. Unfortunately, a freak accident during parachute testing left him paralyzed. This condition subsided, but Allen was still subject to sporadic, but not permanent paralysis below the waist. The military believed his years of exemplary service to his country warranted consideration for an experimental solution to his ailment. A variation of the Ultra-Soldier formula given to Mack Syne provided a successful resolution to his condition. The process, aside from eliminating the paralysis, endowed Allen with unexpected levels of strength (approximately 6 tons) and invulnerability. As Mack Syne was now Captain Freedom (ultimately a brief stint), the agency offered Allen the opportunity to become the third American Banner as the current individual, John Trest, was falling short of expectations. Despite his desire to have filled the shoes of Captain Freedom like Mack, he saw the role of American Banner as a great role to play. He eagerly accepted the patriotic mantle. He fell easily into the role of superhero after his years of military training and recent specialized training while still being considered for the Capitan Freedom role. Allen’s American Banner became known by the public in several regions of the country, but overall not easily distinguishable from other second-tier superheroes.
Mack Syne’s rein as Captain Freedom was short lived. After Roger Stevens assumed the mantle of Captain Freedom again, it was decided to cancel the American Banner program to keep the focus on Captain Freedom. Mack would not take a perceived demotion and Allen was proving a great hero. He was quickly given the persona of Mr. Victory to carry-on with his duties. Being totally out of the flag-draped superhero theme allowed him to quickly gain a certain amount of fame and notoriety. After many successful government missions, Allen was given an honorable discharge and allowed to adventure on his own terms under the condition that he could be recalled at any time. One day out of the blue Mr. Victory seemed to gain greatly in both strength and invulnerability. Allen contacted Rich Reed who preformed a battery of test. It was determined that the Super Soldier formula given to him had a years long delay that apparently triggered a latent (perhaps mutant) gene that amplified his strength and hardened his body even further. His strength soared to the 70 ton range and his skin could now repel projectiles up to .50 caliber bullets and standard grenade sized blasts. With his increased power Mr. Victory to an even more prominent role in the superhero world and frequently teamed up with most of the top-tier heroes.
